In view of the enormously increasing number of such cases and its grave psycho-social effects on the victims, “stalking” is no longer considered as only an odd phenomenon, but as a potentially very dangerous behaviour.

Especially personalities in the limelight are concerned by stalking. Their victimising rate is approximately 8 times higher than the rate of the average population. But also private persons more and more come to the fore of unpredictable delinquents and are excessively pursued by them.

Courts, district attorneys, and security agencies have a considerable backlog demand as regards dealing with stalking, and there is no nationwide police standard for such cases. Therefore, in cases of emergency, the victims often are on their own and need additional professional help.
